HOW TO WRITE LIBERAL YOUTH POLICY

What is LIBERAL YOUTH policy?

LIBERAL YOUTH is after the Federal Policy Committee THE largest provider of policy to the party - with over 70 motions/amendments

In past years we have submitted policy in areas ranging from Drug Law reform and the future of the Monarchy to plastic bag recycling

We are responsible for the parties policy on Regional Minimum wage, Darfur and Tuition Fees

Policy comes from and is decided by you!

What to write about:

Think carefully about what topic to submit motions on. It must be something that will interest and have some relevance to LIBERAL YOUTH members. I.E: Not Singaporean cyber laws.

Ideally should be something with a youth or student angle.

Must be something handled by the Federal party. I.E: Not a Scottish or Welsh issue

Must be a reason for LIBERAL YOUTH to have policy on the issue.

How to write it:

Conference passes motions that policy committee turns into a policy book

Three part structure of motions

‘Conference notes...’ which deals with factual information and provides background

‘Conference believes...’ which sets out statements of values and principles

‘Conference resolves...’ which says which actions we are going to take

To indicate that you want to change the policy book use the phrase ‘conference resolves that it shall/shall cease to be LIBERAL YOUTH policy to....’

Use of English very important. The motion must make sense. Check spelling and grammar.

How to get it passed:

How to get it passed:

  • You need an LDYS member to propose it and another to second it
  • Send to the office either by emailing to ldysadmin@libdems.org.uk or post to Ldys, 4 Cowley Street, London, SW1P 3NB
  • Most motions must be submitted a few weeks in advance
  • Conference will also debate a small number of emergency motions that deal with issues that have emerged since the deadline for emergency motions. These should be submitted by 9pm on the Friday of conference
  • If it gets onto the agenda at conference, it will be debated
  • You need a proposer and summator to speak for the motion (can be the same person). They are the first and last people to speak in the debate
  • Offer delegates can try to defeat or amend the motion
